Social Security Administration Claims and Assistance

The Federal Benefits Unit (FBU) of the American Citizens Services Unit at the U.S. Embassy in Caracas assists U.S. citizens and others who are entitled to benefits from the Social Security Administration (SSA), the Department of Veterans Affairs (VA) or the U.S. Office of Personnel Management (OPM).  The FBU in Caracas is a non-claims-taking post.  This means there is no SSA, VA or OPM staff here.  Instead, we accept applications and questions and forward them to the proper agency for processing.

Schedule an appointment

You must schedule an appointment to request a service or for inquiries, sending an email to:

The email should include the following information:
  • Name of the beneficiary or name of the person who is applying for the service
  • Social Security number
  • Phone numbers including the area code
  • Address including city and state
  • Email address
  • Type of request or the reason why you are getting in contact with us, for example, application for a Social Security Number, benefits suspended or information.

Our business hours for Federal Benefits are Wednesday from 1:00 pm to 3:00 pm, except for holidays and administrative days.

You can also call us at +58 (212) 907-8251 on Monday, Tuesday, Thursday and Friday from 3 to 4:30 pm for questions regarding Federal Benefits. Please do not call on Wednesday.


Please visit the Social Security Administration’s (SSA) webpage on numbers and cards for instructions and forms.  If you are more than 12 years old, please contact us at to get the list of documents that you will need to present to submit your request. Once your paperwork is complete, you may submit your application to the ACS Unit prior appointment.


Ee suggest that you apply during your next trip to the United States at the nearest SSA office.


Submit one of the following forms each year:

  • Form SSA-7161 (PDF 409 KB) (Report to U.S. Social Security Administration); or
  • Form SSA-7162 (PDF 19 KB) (Report to U.S. Social Security Administration for a Person Receiving Benefits for a Child or Adult Unable to Handle Funds).

Your e-mail should include your full name, social security number, a copy of a valid photo id, and the following completed forms:

  • Form SSA-21 (PDF 75 KB) (Supplement to Claim of Person outside the United States)
  • Form SS-795 (PDF 178 KB) (Statement of Claimant or Other Person).

Include your name, social security number, date of birth, place of birth and any information you have about the check.

Please email with “Attention Federal Benefits Unit” in the subject line, and include the name and social security number of the deceased beneficiary.  Please also attach a copy of the Venezuelan death certificate.
